The City Unbuilt is a prophesied city raised by mortals which seemingly will serve as a sanctuary and stronghold beyond the reach of the Hours. However, it appears the Hours, particularly the Chancel, have forbidden such a place from ever existing. Various interpretations of the paradox of the City have been proposed by scholars of the invisible arts, regarding where and how the City Unbuilt could at last be realized.
According to the Limian Burzghash, the City Unbuilt’s arrival depends on the Herald, heavily implied to be the Twelfth Librarian of Hush House, where the foundation-stone of the City will be taken. As said Librarian in Book of Hours, the ultimate location and purpose of the City Unbuilt may be decided…
- Forever Unbuilt – A City Unbuilt will always be greater than a one which exists. And so Histories may be written where a City of Shadows will exist only in our hearts. In this way may we preserve a fortress of paradox, free from Eternity’s Law.
- Noon – Amidst the Evening Isles, Port Noon has long been a sanctuary for Long, but it has the potential so much more. It may be written in some Histories that a City of Ivory and Iron will rise in Noon, outside the reach of the Hours, where all who need refuge will be welcomed.
- Ys – Caer Ys now lies beyond the sea, but once it was a stronghold against the Hours, and so it might be again. When the proper Histories are written, Ys will be the City of Amber and Orichalchum dreamt of, its walls built at last, its bells ringing out across the horizon once more.
- The House of the Moon – Behind the Mansus lies the House of the Moon, a place of perfect balance. Histories may be written where a City of Black Sapphire shall be built here in dreams, its towers rising endlessly into night.

- Several references also exist to the City Unbuilt potentially being built in Nowhere, a City of Black Nephrite and Scolecite, though such a possibility is not further explored currently.
